CLEVELAND, Ohio - Here are the Cleveland restaurants and retailers cited with the most food inspection violations during the 2016-2017 inspection year ending Feb. 28, according to state records.

Our top 25 actually includes 27 businesses because of a five-way tie for 23rd. Each of the 27 businesses had at least 22 violations.

In Cleveland, 2,286 places were cited during the most recent inspection year. But more than half the businesses - 1,424 - received three or fewer citations. More than one-fourth of those cited - 656 businesses - received just one citation.

Each restaurant in Ohio is inspected at least twice a year. Other places handling food to a lesser extent may be inspected once a year.

Some violations are minor. Some can be disturbing. Many problems are fixed at the time of the inspection. Health inspectors cannot impose fines, but health departments can suspend or revoke operating licenses.

Violations identified as "critical" are those that "may immediately lead to a foodborne illness," said Jamie Higley, food safety program administrator for the Ohio Department of Health.
